KSA rules - Pro anglers

PRO TOURNAMENT RULE BOOK by KSA





ArT.1: This book is to consider a good manner as a high value, and keep fair and safe competition as a top priority in Tournament game according to sportsmanship.


Art.2: Members should Keep and follow Public order and the laws and regulations of the city hosting the Tournament.


Art.3: It is participants’ responsibility that any accident, injury, and losing property may occur during Tournament.


Art.4: Any violation of the regulations is subjected to follow the event committee’s decision.


PARA.1: The Tournament committee is organized by president, director, chairman of committee, and officials. The president is designated as chairman of the event committee. In absence of the president, the director, the chairman of each committee will take over the position in order.


PARA.2 If any problem that is not covered by the tournament rules arises, it shall be followed the game committee’s decision.


ART.5: These Tournament rules could be changed by unexpected situation.


ART.6 (Entry qualification)


Amateur Tournaments


PARA.1: Amateur KSA members shall qualify for entry in the event automatically when they pay the entry fee on tournament day.


PARA.2: Any Non-KSA member shall qualify for entry in the event if they pay the entry fee and utility usage fee on the tournament day.


PARA.3: Pro players cannot participate in Amateur Tournaments except at special Tournaments designated by KSA.


PARA.4: Ex-KSA Pro anglers shall be qualified as an amateur member after one year.


Pro Tournaments


PARA.1 KSA Pro anglers who have paid a register fee, a member’s annual fee, an entry fee, and completing a class shall be qualified for entry in a PRO event.


PARA.2: KSA Pro players must have a valid boat license, and a registered boat according to the water leisure safety law.


PARA.3: A participant can be prohibited from participating in the tournament if he has a health problem, and/or usage of alcohol that might cause the violation of safe boat operations on the tournament day.


PARA.4: Any member who commits a lethal damage to KSA with a cheating, a backbiting KSA, a disordering of Tournament without any obvious reason will be prohibited or dismissal from member ship by the authority of the committee.


Pro Am Tournaments


PARA.1: All Pro participants for Pro Am Tournaments must meet Pro tournament entry qualifications.


PARA.2: A current amateur member of KSA has a priority to participate in Pro Am Tournaments.


(Entry Request)


PARA.1: All participants should fill out an entry request and submit it to the event office.


PARA.2: After submitting entry request, the starting number will be issued by a drawing in Pro Tournament.


PARA.3: An Unidentified start and arrival will be disqualified.


PARA.4: For Pro Tournaments, Participants must carry an I.D and their boat operators license.


PARA.5: The event committee will decide how to do a drawing, and deadline for entry request.


(Tournament Procedures)


Tournament time is from opening ceremony to closing ceremony.


All participants should carry the Tournament rule book at times during the Tournament day.


Opening ceremony


PARA.1: All participants should attend the opening ceremony. Not attending is (-500g) penalty for the event. A habitual absentee (more than 3 times) will receive a suspension penalty of one Tournament.


PARA.2: All Tournament information such as restrictions, fishing areas, times, keeper size, and fish quantity will be announced during opening ceremony.


Start


PARA.1: The event committee decides when and how to start the event with regard to the weather condition of the day and the boat quantity.


PARA.2: The participant should pay attention to his starting order to avoid any disadvantage.


PARA.3: The participant should attach a safety key (kill switch), and verify it when he starts (no attachment = disqualification)


PARA.4: Participants must drive slowly in a safety zone (-500g).


PARA.5: If the participant fails to reply when his name is called, the next person will take his turn and he will get the last turn.


Report of Arrival


PARA.1: The participant should return within the deadline, and then report immediately. (Failure to report = disqualification)


PARA.2: At arrival report time participants must turn in their staging order tag. (Apply to the day of event day, apply to the next tournament day for failure of measurement (-300g))


Closing ceremony


PARA.1: All participants must attend the closing ceremony (-500g). A habitual absentee (more than 3 times) receives a suspension penalty of one Tournament.


PARA.2: The Tournament will be ended with a closing address by a chairman of the event committee after Award ceremony.


PARA.3: After the closing ceremony, all participants should clean up around the event area.


Para.4: After closing ceremony, the event committee officials should report all records to the president.


(Validation and Suspension of Tournament)


PARA.1: As a general rule, Tournament should be continued by changing of the Tournament rule even though it’s a stormy weather on the event day.


PARA.2: Even though Tournament is able to be opened due to a stormy weather, Tournament could be continued by changing of the rule, location and suspension of the event.


PARA.3: If it’s a stormy weather from the day before of the event, the event committee will notify any changes to participants by phone. (On the event day: from the reception office, during the event: from the event committee)


PARA. 4: When Tournament is suspended or participants have a safety threat by a stormy weather, they should come back to the event office or flee to a safety zone immediately, and report the situation to the event office.


PARA.5: Tournament is valid when the event has been continued for 2 hours, and the arrival time will be decided after a game suspension call by the situation at that time (usually after 1hr).


(Prohibition of information exchange)


PARA.1: Participants are not allowed talk to the other participants of the event about fishing skill, catch, lure, and pointers from starting time to finishing time.


PARA.2: Participants will not engage in receiving any information from non-participants in the Tournament.


(Nature protection)


PARA.1: Nature destruction will not be tolerated like making an artificial fishing point by using any ways or means. (=DISQUALIFICATION)


PARA.2: Participants shall do their best to keep the captured fish alive, and avoided abusive action of the live fish.


PARA.3: All KSA members should not throw away any waste or garbage to the water. (-500g)


(Fishing equipment)


PARA.1: No limit to the quantity of fishing rods, reels, lures, fish detectors, and D.C motors.


PARA.2: No limit to the length of fishing rods.


PARA.3: No limit to the kind of boat.


(Fishing method)


PARA.1: Participants are limited to use of only lure and fly fishing, any use of live bait is prohibited during Tournament. (=Disqualification)


PARA.2: Trolling (using engine power) fishing is prohibited. (Disqualification)


PARA.3: Touching more than 1 of lures and flies to the water, and using more than 1 fishing rod at same time is prohibited.


PARA.4: Dragging (using electronic power) fishing, proceeding more than 100M after a casting is prohibited.


PARA.5: On the using a hard lure by Dragging fishing, the fishing line should not be released additionally after casting.


PARA.6: Purposeful snagging or snatching of visible fish is prohibited.


PARA.7: Do not leave a marker (buoy) or the similar stuff inside Tournament parameter.


PARA.8: Marker (buoy) out of 20M from boat shall not be authorized.


PARA.9: As a rule, Landing is not allowed during a Tournament other than the arrival place (event office), and female pro and rescue and flees to avoid accident are exception.


(The main body should remain in the boat even though the boat is landed by an inevitable situation like severe wind)


PARA.10: Should keep a distance between boats more than 20M except administration boat, and the gap of between lures is 20M. (The distance between boats could be adjusted by the event place, and the distance between boats will be announced at the event day before Tournament begins)


PARA.11. The distance between boats is 20M with no matter of the proceeding way. Once the boat gets out of 20M parameter, the objection of the boat operation will not be accepted.


(Practice)


PARA.1: The practice for Pro Tournament is prohibited from Monday thru Friday on the week of the event day as well as fishing and boat operation, however, boating is allowed when that is for a moorage or a test driving around the event area to participate Tournament on Friday before Tournament begins.


If boat needs to be operated by an evitable reason, it requires an approval of KSA in advance.
Pro Tournament participants can’t do fishing during boat operation after a preliminary approval.
PARA.2: For the 2 days event, practice is not allowed from Monday to Friday.


PARA.3: Fishing is prohibited around Tournament area before Tournament begins.


PARA.4: As a general rule, the practice time for the Pro Tournament is from 06:00 t0 17:00.But, It could be varied according to each event situation, and will be announced by KSA. (Penalty applicable)


PARA.5: Pro Am Tournament practice time is same as Pro Tournament.


(Stocking fish)


PARA.1: Pro and Pro Am anglers should prepare a container (live well) have a device to keep fish alive (Aerator).


PARA.2: No more than 5 fishes are allowed in the live well. (-1000g per fish)


PARA.3: No Bass under minimum keeper size are allowed in the live well.


PARA.4: Measuring fish is the responsibility of the participants, and the participants must follow the measuring procedure by KSA’s rule, and should not leave a dead or dying fish on the water after release it.


PARA.5: Adequate water should be in the plastic bag to keep fish alive.


(Boat for Tournament)


PARA.1: Participant and his boat must follow the water leisure safety laws and rules.


PARA.2: No limit to the engine horse power, but it has to follow the water leisure safety law, and the following regulations.


PARA.3: All boats participating in the Tournament must have an approval for the form and shape by KSA, and put a usage permission sticker. Especially, the following boat should get a safety inspection, and usage approval in advance by the committee chief of the KSA.


Boat has an exceed power engine than established maximum power by the manufacture company.
Rebuilt boat that was used for the different usage like water skiing, water entertainment etc…
Chairman will perform a safety inspection according to the advice of the manufacture company and the boat expert, and report to the board of directors in every year.
When water screen and other screens were remodeled or installed as new one.
The Boat failed a safety inspection can’t join Tournament.
PARA.4: As a general rule, 1 boat for 1 person. (Exception: 2 people for Pro Am, Fair game, International Tournament, Photographing, Press man .etc.)


PARA.5: Fair game (for boarding 2 peoples)


Boat size should be more than 330cm as a general rule.
Participants should follow the KSA’S Rule for a group formation.
Boat owner drives his boat, however, the 2 peoples on board have a same right and condition for fishing.
The Boat for Tournament must have a KSA sticker on it.
KSA decides the size of the sticker.
Sticker should be attached to left and right side of the engine and the boat.
If sticker was not issued to the participant or he is using a rental boat, get a temporary sticker from KSA to participate in the event.
The Boat without a sticker can’t be recognized as an official game boat, and a disadvantage (can’t get any protection for the safe distance between boats and lures) will be given.
(Safety equipment)


PARA.1: The boat for Tournament should have all safety equipment according to the water leisure safety law and the following rules.


· The safety equipments for Pro Tournament are whistle, rope (5mm in diameter, more than 20M), life vest, and safety switch)


· The Participant for Pro Tournament should lay out the safety equipments at a front deck of boat before opening ceremony. (-500g)


PARA.2: The Participant for Pro Tournament should have insurance for a day before the event day and the event day.


KSA collects insurance money including an annual fee, and joins as a group.
Even though Participant already has a long term insurance individually, Joining KSA’s insurance is mandatory.
(Safe boating)


PARA.1: Keep in mind the water leisure safety laws and the following rules for a safe boating, check the safety equipment often.


PARA.2: Must slow down around low speed driving zone.


The followings are the low speed driving zone, and the event committee could set up an additional zone.


· Start and Arrival safety zone


· Danger indication area around a net


· The area where other angler is fishing


PARA.3: Do not pass the preceding boat at the low speed driving zone when you start.


PARA.4: It’s a rule that all boats keep to the right side when they drive and two boats run cross the front side.


PARA.5: When more than 2 boats are proceeding to the same direction, keep a distance of the side over 20M.


PARA.6: When a boat is trying to pass another boat at the main reaches, it must pass on the left side. And keep a distance more than 20M.


PARA.7: When a boat that left earlier is broken down, send a signal for the boat in the rear for a safe pass. Also, when the boat is trying to change a direction to enter to the point, raise hands and get permission from the boat in the rear.


PARA.8: If your boat is broken down or capsized, do an expedient treatment first and then report to the event office (Saving life is a first priority)


KSA could excuse the towed boat for being late, when the accident was reported to KSA in advance.
The towed boat shall be disqualified for an insufficient safety inspection.
You could request a temporary inspection and repair for the broken boat, but the repair man shouldn’t get aboard on the boat because it causes a disqualification.
If boat accident is happened, save a life first, and report the related details to the event committee until the end of the measuring, then penalty will not be applied for the situation.
(Target fish)


PARA.1: Target fish for Tournament is Large Mouth Bass. (Target fish could be changed by the kind of the event)


PARA.2: (Fish quantity and Keeping size)


· 5 live fish /over 30cm for Pro Tournaments.


· 5 live fish/over 30cm per team for Pro Am Tournaments.


· The fish quantity and the keeping size can be changed by the situation of the area, the event committee will decide them at the event day.


(Standings determination)


· For 1 day Tournaments, Standings will be determined by the total weight of the day.


· For over 1 day Tournaments, Standings will be determined by the total weight of all competition days.


(Ties)


PARA.1: In case of a tie of total weight for 1 day Tournaments, the following are the deciding factors. (Above factor is prior to below)


· The total quantity of fish


· Less penalty


· The low patch number


PARA.2: In case of a tie of score for 1 day Tournaments, the following are the deciding factors. (Above factor is prior to below)


· The total weight


· The total quantity of fish


· The low patch number


PARA.3: In case of a tie of integrated annual points, the following are the deciding factors. (Above factor is prior to below)


· The Participant who attended most to official Tournament at the year.


· The Best total weight for the year.


· The Best Total quantity for the year.


· The person who did a best meritorious service for KSA.


(Measurement)


PARA.1: The event committee determines the measurement time.


PARA.2: KSA installs the measurement equipment.


PART.3: Get a judgment of live and suspicious symptom.


PARA.4: Fish will be returned and released alive to the water.


PARA.5: The following marks are consideration for dead fish.


· Coated eyes


· Infected fin


· Bruised fin


· Discolored gill


PARA.6: In a general rule, fish has to be measured in a best condition.


PARA.7: The fish lying to the side or up side down in the measurement water tank shall be penalized by the scoring officer’s live and death judgment. The dead fish will be excluded with penalty accessed, and the live one will be measured with penalty accessed.


PARA.8: The measuring is from mouth to tail while mouth is closed.


PARA.9: Presenting a short keeper size shall be excluded and penalized.


PARA.10: Do not extend the weight or length of the fish artificially. (Disqualification)


PARA.11: The fish completely over turned in the measurement tank or hook wasn’t removed shall be excluded from the measurement.


PARA.12: The judgment of Live and death will be executed according to the KSA Rules, and the examiner and scoring officer have an ultimate authority for the standard.


(Protests)


PARA.1: All protests should be requested until the end of the measurement on the Tournament day.


PARA.2: Protest should be requested immediately on the judgment of live and death, the measurement, and the examination.


PARA.3: In case of reexamination, it will be processed by the result of reexamination.


PARA.4: Protest can be requested and reported for the matter of cheating, penalty, and mistakes of Tournament operation, and it should be requested by the person.


PARA.5: Nobody shall request any protest after the objection time. If the issue is in everyone’s mouse, the committee could punish the person by a strong sanction.


(Awarding)


A: Tournament


· Up to the top 5th prize will be awarded with prize money and plaque in a Pro Tournament.


· Up to the top 5th prize of each pro and armature will be awarded with prize money and plaque in a Pro Am Tournament.


· Up to the top 5th prize will be awarded with prize money and plaque in an Amateur Tournament.


· KSA committee determines the parameter of the awarding for an international event and a Fair Game Tournament.


B: Masters Classic


1. Masters Classic will be opened for 2 days.


2. Up to the top 5th prize will be awarded by the total point of the 2 days event.


C: Annual total point


1. Annual total point will be determined by the total point obtained by each Tournament and volunteer work of the year.


2. Pro Tournament point is given as 1st for 80 points, 2nd for 79 points, 3rd for 78 points…40th for 41, and 30 points for measured and 20 points when not measured.


3. 10 points for the angler who was disqualified by the penalty applied, and 0 point if the penalty is applied for the angler who cheated.


4. The KSA committee shall determine whether the international game and fare game would be added to the annual total point besides the Tournament by KSA.


5. Big annual total point earner will be awarded ,and the biggest point earner will be called as” BASS ANGLER OF THE YEAR”


D: Appreciation Plaque


The Pro angler, group, and individual who contributed to the KSA’s development will be recognized and awarded.


E: Privilege of Best player


1. The next year patch number will be given according to the annual total point.


2. Best player get a preference for a recommendation up on sponsor’s request.


3. For the selection of the player for the Tournaments besides a regular Tournament (International game, Oversee Tournament, Fare game), the player will be selected by the accumulated total point until the time.


F: (Appearance)


1. To protect sponsor’s benefit, appearing with attaching any advertising stuffs ( logo, patch, sticker, insignia ) on the cap, clothes, boat for the company is not supporting KSA is prohibited in Pro Tournament.


2. Pro player should have neat clothes, keep a dignity and honor.


· Wearing slippers that don’t have a lanyard on the heel is prohibited.


· Pro player who does not have a sponsor and staff contract must wear a KSA cap, and wearing a uniform is recommended.


· In a general rule, Player should wear a cap and a life saving vest throughout Tournament, however, it’s o.k. to take off cap in boating.


· Pro player must attach and keep KSA sticker, I.D, Rule Book, Boat driving license on the jacket, and life vest throughout Tournament time.


· Life saving vest is not allowed to wear on the land except for rainy day( -300g)


(Patch/ Sticker/ Advertizing)


PARA.1: PSA is divided into KSA’s one and Sponsor’s one.


PARA.2: KSA’s PSA are KSA patch, Pro patch, and designated advertizing by KSA.


PARA.3: Location for the KSA’s PSA is the left side of jacket around heart, and attaches KSA patch, Pro patch, and advertizing in order.


PARA.4: Sponsor’s PSA may be attached any spot, but KSA’s PSA spot, and above the spot.


PARA.5: KSA committee determines the standard of the back patch for the sponsor.


PENTALTY RULES


The penalty rules not cover by the following rule will be determined by the event committee’s meeting to decide a suspension or depriving his status according to the importance of the matter. If he can’t appeal for that, the person should follow the rules.


SUSPENSTION ( Violating on basic rules)
· Unpaid KSA fee


· Health problem or Drunken


EXPULSION( Serious violation of KSA’s honor and operation)
· The behavior that the pro makes KFSA’s Authority and honor down.


· The behavior that not following KSA’s policy and violating KSA’s order on purpose


· The behavior by a harmful speech and spreading propaganda without evidence.


DISQUALIFICATION( Cheating that affects on the Tournament’s result and insufficient personal equipment check)
· Violation of Protests


· Usage of live bait


· Violation of landing area ( except woman)


· Violation of practice time or period


· Violation of Tournament area ( including violation of upper water area)


· Keeping fish during practice


· Boating without putting a life vest on


· Boating without putting a kill switch on


· Constructing and destroying a artificial point


· Cheating with one voice and keeping place


· Conversation and using wire/ wireless phone( except for an emergency situation)
